About Regional Low Incidence Project - Region 11
The Regional Low Incidence Project - Region is a state-initiated and federally-funded Special Education program serving educators, administrators and caregivers of students with low incidence disabilities.
This project address identified gaps and needs inspecial education programs and related services for students identified with any Low Incidence disability. Coordination of these activities is accomplished through planning and collaboration between Regional Low Incidence Facilitators listed below that cover all eleven regions of the state.
Regional Low Incidence Projects - Region 11 is a state initiated and federally funded Special Education program serving educators, administrators and caregivers of students with low incidence disabilities.
The low incidence disability areas served include Autism Spectrum Disorders (ASD), Blind/Visually Impaired (BVI), Deaf and Hard of Hearing (DHH), DeafBlind (DB), Developmental Cognitive Disabilities (DCD), some Other Health Disabilities (OHD), Physical Impairment (PI), and Traumatic Brain Injury (TBI).
The project offers training and networking opportunities for staff in low incidence special education and related services such as speech-language, occupational therapy, physical therapy, and assistive technology. The project also encompasses:
- Paraprofessional conference grants awarded to districts
- Assistive Technology grants awarded to districts
- Interpreter mentor training and staff development for interpreters
- Staff development in low incidence disabilities areas
- Student events which offer assistance with the development of independent living skills and promotion of social interaction between peers
- Community of Practice meetings (Find upcoming events and register at our Event Calendar page)
Project activities support and augment school district efforts for students in special education. All 48 schools districts in Region 11 participate in the RLIP -Region 11 activities projects and networks.

Judy Wolff Library
Housed at BrightWorks, the Judy Wolff Library resources are available September through June for Minnesota Educators and Minnesota residents only. Through a partnership with BrightWorks, the Judy Wolff Library provides special education resources to Minnesota districts, schools, teachers, and parents within Minnesota’s Region 11.
